Before Configuring this proxy Settings, make sure your Balance is Lessthan Rs.1
Now go to ConfigurationSettings and Create a New profile with the following detail given Below
*.TYPE THE PROXY : 453.28.98.00
*.TYPE PORT : 8080
*.ACCESS POINT OR APN : internet
*.HOMEPAGE : http://www.google.co. in
note:-try this trick at low balance

If you are using Google Chrome or Mozilla Firefox Then you need to enter Network (Proxy Settings) for your browser
Go to Network Settings of Chrome or Firefox andenter the below details
*.TYPE THE PROXY : 453.28.98.00
*.TYPE PORT : 8080
*.ACCESS POINT OR APN : internet
*.HOMEPAGE : http://www.google.co. in

Note: For Downloading with IDM you need to enter the same proxy details in IDM Settings.
